Pay Range: $22.26- $34.82 an hour

Job Summary:

This position is supervised by the Reeves County Road and Bridge Engineer or his assigns and includes, but not being limited to, the following:

New roadway construction oversight, documentation and accounting, permit review and field inspections of On-Site Sewage Facilities, 911 addressing and working directly with the Permian Basin Regional Planning Commission, Investigation of developments in accordance with Reeves County adopted regulations, existing Reeves County road assessments, permits for driveways, pipeline crossings and special uses and other activities that may be assigned.

Duties/Responsibilities:

  • Attending pre-construction meetings where necessary.
  • Evaluating plans and specifications for construction projects and On-Site Sewage Facilities to ensure conformance with regulations.
  • Conducting field inspections to inspect standards of roadway, materials and On-Site Sewage Facilities.
  • Conducting field and laboratory tests on materials to measure compliance with regulations.
  • Issuing of violation notices and stop-work orders where structures and materials do not comply with regulations.
  • Referring deviations and disagreements to the Reeves County Road and Bridge Engineer for clarification.
  • Maintaining records of documentation.
  • Assisting Reeves County Road and Bridge departmental staff and the public with inquiries.
  • Attending all meetings of construction projects.
  • May exercise supervision as outlined by the supervisor as Chief Inspector.

  • Knowledge of methods and procedures with full Microsoft Office Suite at an intermediate and or professional level.

  • Knowledge of principles and practices of environmental sanitation
  • Knowledge of, or willingness to get familiar with federal, state and local laws pertaining to the Texas Transportation Code, Texas Water Code and Health and Safety Code.
  • Knowledge of the structure and functions of public organizations and community interrelationships.
  • Skill in oral and written communications.
  • Ability to review material for detail and to translate plans and designs into a working construct.
  • Ability to maintain accurate records and prepare reports.
  • Ability to deal tactfully and effectively with the public and other County personnel.
  • Ability to enforce regulations with fairness, firmness and tact.
  • Ability to express ideas clearly and concisely through oral and written communication.
  • Ability to analyze On-Site Sewage Facility defects in the field.
  • Strong leadership skills and teamwork mentality

Experience and Education:

  • Bachelor in Engineering degree or suitable combination of education (minimum high school diploma), experience and training.
  • 2+ years of experience as an inspector

Physical Requirements:

  • Ability to stand, walk, kneel, crouch, stoop, squat, twist, and climb.
  • With or without accommodation, ability to lift up to 40 pounds.
  • Exposure to cold, heat, noise, outdoors, vibration, confined workspaces, chemicals, explosive materials, mechanical hazards, and electrical hazards.

Registration, Certification, or Licensure

  • Licensed as a Texas Commission on Environmental Commission, OSSF Program, Designated Representative (DR) or ability and willingness to acquire in 6 months.
  • Designation as a Registered Code Enforcement Officer beneficial.
  • Trained in confined space and OSHA construction safety or willingness for training in first 90 days of employment.

Special Requirements:

  • Possession of a valid Class C Texas Driving License.
